Tim Anderson will be speaking on 'Maneuvering in Time' from 0900 - 1100 - The importance of time in the planning and execution of tactical operations cannot be overstated. In this class we will address critical factors for maneuvering in time, such as initiative, tempo; and density. We will introduce the concept that time is a free good, which if used to our advantage can be a force multiplier of immense proportions, and that imaginative or "out of the box thinking" is essential if one is to survive in today's tactical environments. In this vain, the students will be introduced to the OODA Loop, a seemingly simple tactical formula which contains a high quality of insight about strategic essentials that will provide a pathway to the development of "intuitive competence". This class is a component part of the P.O.S.T certified Tactical Science course.
Tim Anderson is a retired Sgt II from the Los Angeles Police Department where he spent 28 1/2 years on active duty. His assignments included 15 years in Metropolitan Division as an officer with the Special Weapons and Tactics Team, and a Tactical Operations supervisor with the Canine Platoon. Other assignments included the Anti-Terrorist Division, Liaison Officer with the FBI Anti-Terrorist Operations Center - Los Angeles office, OIC Southwest Special Problems Unit, Watch Commander Operations West Bureau CRASH, and Assistant Watch Commander Hollywood Patrol Division. In 1997 Tim retired from the United States Marine Corps with 30 years of military service. He retired at the rank of Colonel and had numerous assignments in the Continental United States and the Republic of Vietnam. He is a graduate of the United States Army War College, the Reserve Officer National Decision Making and Officer Policy and Strategy courses at the United States Naval War College, the Marine Corps Basic School, Amphibious Warfare School, Command and Staff College, Landing Force Fire Support Coordination Course and Landing Force Staff Planning [MEB] Course. He also earned a Bachelor of Arts Degree from the California State University at San Jose, and a Master's of Public Administration Degree from the University of Southern California.
Lecture will be held from 0900 - 1100.
Richard Odenthal will be speaking on 'Managing a Dynamic Tactical Problem' from 1330 - 1530 - As an experienced law enforcement officer/supervisor, what is your initial strategy for managing an unfolding dynamic field problem? This class defines and describes time honored concepts and principles used to manage dynamic tactical problems. This course also provides the first responder with a specific strategy for addressing such events. A "logic loop", nine "Initial Focus of Effort" points and their supporting doctrines will be explained in detail. The concepts will be supported through a series of entertaining practical exercises. This class is a component part of the P.O.S.T. certified Tactical Science course.
What criteria do you use when creating or approving tactical plans? This class provides law enforcement personnel with a mythology for conceiving and/or approving tactical operations. The concepts presented in this class will greatly aid personnel in their decision making process involving dynamic events. The course concepts will be reinforced by reviewing videotape of notable tactical incidents.
Richard Odenthal is a retired Captain from the Los Angeles County Sheriff's Department. For 7 years he was assigned to the Emergency Operations Bureau where he was responsible for the development of tactical response and training policy for the LASD for disasters, major events, and riot response. As the bureau Operations Lieutenant and the Bureau Commander, he was responsible for the planning (along with the Pasadena Police Department) for operations during 7 Tournament of Roses events where he served as the Deputy Incident Commander. He wrote the LASD incident response plan for the 1992 Los Angeles Riot and served as the Emergency Operations Center Chief of Staff during the riot. After the riot, he worked with county law enforcement agencies including the LAPD to train law enforcement officers in crowd and riot control techniques. Odenthal has planned or commanded law enforcement operations from barricaded suspects to crowd control operations involving thousands of participants and hundreds of officers. He lectures in the Tactical Science Course, for the International Association of Chief's of Police, and for a variety of agencies through out the country.
